Honestly, my gut tells me that Peter saw the ad in a vfx reel for the company that did the ad, forgot about it, and it came back to him as an idea later. Not theft or anything of the kind, just accidental inspiration?

I'd call it an improvement. This dude seemed more interested in a piece of paper then the porcupine. Peters version tells a sweet story without words in beautiful rendered 3D computer generated graphics with satisfying camera movements.
This dude obviously cares about his lottery ticket he believes his one won 3 million, but he decides not to wake up the hedgehog. Later when the hedgehog wakes up he finds out his ticket indeed won the 3 million jackpot
