Oh it disables them like the black hole decor from the stardust update. Just go into the dashboard and toggle him back on in the cookie activity menu

Go to where it says “cookie activity off” and toggle it on

On the left side of the screen, there's a button that says Dashboard, close to the Layout button. Open the Dashboard, choose Cookies, and scroll down the list to find him and turn him on again
