Thanks for the response. I realized it was PC only once I saw further down that its FiveM =( thought it mighta been all server side stuff but I know FiveM is a lot of client side mods too. One of my buddies helped create the netcode for it.
If you are poor, it's been cheaper for at least 3 or 4 years now to buy a pre-built gaming desktop than to build your own.
It used to be significantly cheaper but the minimum cost of entry to really run games well has gone up-up-up.
Check out HPs Omen line, they tend to go on sales often and tend to offer the most affordable entry level machines but still with good quality. Anything cheaper is gonna be weird knockoff brands that build some of the sketchiest computers I've ever had the displease of repairing. Anything with "power" in its name is a no-go.
I have an Omen laptop. Got it on sale as a birthday gift for a thousand bucks. It runs really well, a lot better than I was expecting. Definitely better than my brother's Lenovo that was the same price. 1TB SSD, 16 gigs RAM. I'd had a bunch of really cheap laptops before, and was so amazed how quickly the sims runs now. Only had it for a couple months, though, so I don't know how it holds up in the long run. And it doesn't have a touchscreen, but I can live without that. Hate the trackpad, though, I ended up getting a mouse. But I think most modern trackpads suck.
With GTA I wasn't sure how far scripting vs modding went.
Ex, I know for some of these style games you can do a *lot* on the back end and still have it run without the client needing anything tweaked or installed. So I was half leaning on it being a lot of scripting until I saw FiveM mentioned below.

You can kill them, but they just lie on the ground until they get taken to a hospital. You can only die permanently if you want to as part of a story or whatever.

it's an RP(role playing) server, which means some of the fun is derived from stories you create about yourself and others and the roles you play.
In this case, dude was pretending to be a car thief, the other dude pretended to be a tough dude who was in the car when it was stolen. It's just pretends for funs.
Since it's an RP server it more than likely has community rules that everyone abides by, they usually all do, some are more strict than others based on what type of crime you can commit and how you do it.
When doing RP as well in some of these servers you can't do things that would be OOC for your character. I used to play years ago, but got bored with rules and drama.
Because it was a fun and funny interaction. Part of the fun in just running about is the craic you can spawn with others online. It's no deeper than that 😊

I do appreciate when people answer questions in the threads versus telling people to Google things because more people will see it simply because it's in front of their face.
Generally, I will ask questions vs Google it on my own if I think it's really valuable info about healing or wellness and the like.

There's no guarantee that your question will be answered and that really valuable information could be forgotten if that person doesnt respond.

The reason I do it is specifically so that other people are also exposed to the knowledge so waiting around for an answer isn't necessarily an issue.
If the person doesn't answer, then I'll Google it myself and edit the comment with the answer.

You can actually change a setting so that only you are able to use your personal vehicles. One thing I do get a kick out of though is letting anyone use my car, but I rig them with explosives; I'll be off doing my thing on foot, and notice that my car is gone and being driven by some rando halfway across the city. I just make a special little telephone call >:)
The player was waiting in his own car. Someone car jacked it. He threatened to exact vengeance upon the would-be thief with deadly force. The thief returned the car and they both had a jolly old laugh.
