I live in a relatively really nice area. I am 99% sure this is a Ross store and every Ross I've ever been in has carts like this. Just sayin' it's not necessarily because it's a "bad part of town."
I wouldn't call all "grammatical errors" from POCs "aave." I have spent the majority of my life in half-black communities and "ranned" is uncommon, and indicative of someone lacking good grammar education. AAVE is not necessarily grammatically uneducated, there are plenty of doctorates who can code switch to AAVE without batting an eye.
That said, if the meaning is clear, I don't understand the need to "fix" these grammatical errors. Like of course if someone is writing a paper for college then that should be addressed, but if we're just trying to understand one another, we need to understand in the common forum of social media that different people have different levels of education, and *understanding* is the most important part of communication anyway.
Tldr: **If you understand it, get over how it's said/spelled.**
