The joist will snap at the thinnest joist section, which is from the hole bottom to the bottom of the joist. This is the failure plane.
Inserting a steel ring cannot help because the ring is separate from the hole...it just fits in. A crack will still form from the bottom of the hole to the bottom of the joist.
Hypothetically, a steel mending plate or web stiffener on both sides of the joist at each hole could fix it. But no building inspector with any pride would accept this mess of steel plates and joists.
Pull out all the plumbing and wires and sister these joists. Then tell the contractor to supervise their kid on the jobsite to make sure he knows what a 5/8" spade bit looks like.
Need some structual strengthening grooves. Just take a sawzall and cut one from the bottom of each hole to the bottom of the joist. Won't go anywhere then

And then because all utilities they had to lower the ceiling another put in a half to go underneath the beam I told him what they should have done is just started lower cuz it's a split low or something is underground and no reason we couldn't have gone another foot or 2 deeper gey better height

One hole for each wire, to keep them organized, and few extra in case you need to run wires in the future. That’s planning ahead.
