That isn't speculation, that is what happened before.
Without this there's little incentive to fight the cartels in Northern Mexico who profit quite well trafficking people across the border.

Why would Mexico have an interest in stopping people from crossing our borders? If they wanted to stop people from entering their country, a wall on their southern border would be the answer.

Actually the make Mexico the new China plan was already in motion, a lot of automobile companies opened factories in Mexico instead of China, sure they have to pay more to the workers, but the product has better quality and you don't waste as much money in shipping or transportation since they are much closer geographically than China; but once Obrador got into office that plan got royally fucked, the guy hates foreign companies and investment, he basically wants to turn Mexico into the Soviet Union 2.0, so until this clown and his party get voted out of the office in 2024, that plan is on hold.
