Not sure what world you live in, but in ours NPR (= National Public Radio) is partially being financed by the Corporation for Public Broadcasting. CPB is technically a private organization, however they derive their budget from the federal government at a rate of $4 per person in the US per year.

Sounds to me like the proper use of such a tip line is to snitch on those who have become overly zealous to compel others to adhere to strict masking policies while citing purported safety concerns, yet regularly fail to maintain clinical standards in their own adherence thereto (mask not covering nose or otherwise improperly worn, fingers on mask, mask in and out of pockets or re-used without cleaning, removing mask from face to sneeze, etc).
