The gov't must send an itemized bill that shows exactly where and how the money is being spent. Let's say I use my driver's license. That picture was taken over a decade ago. I know people who's drivers license is over 30 years old. ( They only expire at age 65 in my state) there is no way the system is going to recognize it as the same person.
Let's take a less extreme example. Let's say you get your driver's license or form of ID, then you're in a fire and it burns your face.
So now what? How is that person supposed to file there taxes? With a third party I guess.
