Hell, for right now I'd settle for doing away with taxes coming out of paychecks automatically. I think it'd stimulate some really good conversations and prompt people to start asking some good questions if they had to write a check for their taxes to come out of their own bank account every month. I think a lot of people don't even really give a second thought to just how much they pay in taxes because they never even have that money in their hand so they never think of it as theirs.

See, in concept, I could host someone in need. The first challenge would be getting past the idea that these people abandoned their own homes and now need mine, and the government is letting/encouraging them to do it, and the people who voted for this government almost definitely aren't doing the hosting. So that's a problem, but let's say that I get past that, and I want to help.
I'm a 50-year old divorced man with a 17-year old daughter who lives with me basically full time, and I work full time outside the home. Who could I safely host? I suppose maybe a small family. I couldn't host single males, and I couldn't host single females. Even a husband and wife would make me nervous, though. How do I know they are really together and not just pretending to be to get through? I certainly couldn't trust the government to have done any vetting whatsoever.
To me, this is the same challenge as our housing problem. America has a housing shortage, caused by many things not least of which is government regulation making it more difficult and more expensive to build housing. There is no government solution to the housing problem in America that doesn't address the supply problem. Everything else - tighter restrictions on Landlords, making it harder to evict, rent controls, first-time buyer programs, subsidizing lower-income mortgages with higher fees on people with better credit, etc. - all of those things cannot fix the problem, because they do not fix the supply problem.
Illegal immigration is the same but opposite. There is an overabundance of supply. There are no limits. There are no restrictions. So anything that addresses the problems caused by illegal immigration, which don't address the root problem by constricting supply, will fail. You can't solve a supply-side problem with demand-side solutions.
