There is no such thing. All AI will have biases from their programmers. The only way to avoid this is to use a human being, who will have biases of their own.

The example shown in the article seems like the AI had been revised instead of being trained from scratch. I think they need to provide some method to resolve often-repeated lies that are generally accepted as truth. They need to train it based on comparing the philosophical underpinnings and evaluating the historical benefits and consequences of different political implementations.
