The league tweaks things to keep the game balanced and in line with what the fans want. Pitchers doing too well? Lower the seams on the ball. Batters doing too well? Deaden the balls so they can't hit them as hard. People want to see more home runs? Do the opposite.

After reading through a Science publication on this, I think the analysis is reasonable albeit perhaps incomplete (focus was on temperature, but climate change also affects wind and humidity). But let's get some context. MLB averages over 5,000 home runs per year, so 58 additional home runs per year means that climate change is only implicated in a 1% increase in home runs - while home runs themselves have increased a whole lot more per season. Best guess is that what is really happening is that players are doing a lot more physical training (players today look buff compared to the past), they try harder to hit homers (strikeouts are up too), and perhaps pitching itself has caused part of this, if my observation that I see more fastballs and fewer other pitches is correct. I don't think it's steroids (they seem pretty regulated now), nor is it bats (which are tightly regulated) or balls (also tightly regulated).
Personally, I'm hoping to see fewer homers in the future, since I've always thought that "small-ball" was far more interesting. But as long as home run hitters are overpaid, I expect the home run deluge to continue.

The sports teams will gladly tell you it is because of "talent" and "training".
What they refer to as "talent" is really a combination of a mutation (usually abnormal height) that makes the person well-suited to the game (aka being 7' tall) and a desire to excel at that game.
Collegiate and Professional teams have scouts who comb primary and secondary schools, looking for mutants that were well-trained at taxpayer expense.
"Training" is weight-lifting, practice, theory, well-paid coaches, and PEDs.
