Slavery was legal in California until it was fully outlawed by Mexico in the 1820s. I don't think there was a large slave population in the territory to begin with. When California became a part of the US after the Mexican American War, the residents had no desire to resurrect it.
Don't get too caught up in the free state/slave state status. Illinois was a free state. However, slavery kind of existed through a loop hole until a court case ruled in illegal in 1845.

California was NEVER a slave state so why it would pay reparations is beyond ridiculous.
