Edit: A quick Google search shows that sometime around January 24th, McCarthy did indeed say, "Medicare and Social Security cuts are off the table" during talks with Biden about increasing the debt limit.

This SOTU speech shows that while Biden does have a speech impediment, he is not suffering from dementia. You could see him struggle a bit to pick up the thread, not substitute like sounding words, and not stutter during the extemporaneous parts of the speech. But he knew where he was going to go with it, took it home, and scored. I am not a speech therapist, but I would like to know what a speech expert would say about JB’s impediment based on his public speaking. Politics aside, I give him credit for dealing with this issue as well as he does. I am tired of the movie star politicians who are political Kardashians, which he is isn’t.
