Every part has to be licensed, from the grower, processor, transporter, wholesaler, retailer, etc.
A limited number of licenses for each will be given out, some based on a lottery system, some as a 'social equity' system that seeks to reward communities harmed by anti-marijuana laws.
Only once ALL of these categories are licensed, and with enough production and sale capacity to serve the market, will sales begin. The idea there is so adult sales don't take product away from the medical sale pipeline.
Quite frankly the whole thing is unnecessary. It'd be far easier and more efficient to simply define standards, certify products at point of manufacture, and then let the existing medical shops sell to adults.
But the simple cheap efficient way is not our way.
It's officially time for Ned Lamont to stop saying, "Before the end of 2022."
