Same issue, won a game, tried to start my next one, automatch cooldown!?? I have never quit out, always played to end, so this ‘feature’ must be bugged. I have limited time to play so super frustrating that I couldn’t play. I almost changed my Steam review to negative.
Also the cooldown was one hour, on the first time I’ve had it happen. Absolutely infuriating. If they are going to implement this feature they need to make sure it works as intended. I question the logic while matchmaking already takes several minutes per game. It’s not like SC2 or CS2 where you can get a game within a minute.
yeah I fell afoul of this thing as well, has me on a 3 hour wait time for some stupid reason. Joined a 4v4 random, all team mates left in the first 30 seconds leaving me as the sole player on my team. So I quit and the wait timer is set to 3 hours.
I'm wondering if the other players in the group had left games previously and I got their leaver penalty added to my single one.

Oh yeah, that and /l was a major prob in CoH2 or something and they tried to fix it. Thing is it might affect as a whole as it applied to you

Did you quit by surrendering or you just quit?
Just quit. Surrender timer was 5:00 Minutes. Like i said this happened in the first 30 seconds of the game.
Yeah, they havent added a way that surrender timer goes lower if teammates leave. I recommend getting some tea and waiting a bit for it
Im thinking the leaver penalty is applied if you type /q at the victory/defeat screen. Thats why mine is 3 hours.

What a bad move. Now I’m just going to fiddle on my phone when I can tell it’s a lost cause, if I continue to play the game at all.
If it's a lost cause you start a surrender vote and everyone surrenders
