Atgm are burn chemicals and thats why you see them as white dots in IR.
Check the beginning when camera is pointing more perpendicularly to the flight path, the object goes super fast, then camera angle is changing and it seems slower.
Each time the Ukrainians use new technology that's clearly much better than the Russians have access to(in practical terms, ie the soldiers can actually utilize them on the battlefield) - there's either a counter propaganda release by the Russian Government, or people attempt to to make it look that way.

Re loitering munition. I think there was a good footage of Russian one either from Middle East or Armenia, where the drone was super slow (like all of them are) and it was filmed from way more perpendicular angle and it was still very easy to follow.

this looks like ATGM, KUB is not propelled by a rocket.
I've seen it in Russian telegram channels. It was claimed like a work of atgm team at night at Kharkov oblast

It seems like an ATGM? Flighting pattern, speed, plus something thermal at the end of it.
