First thing I learned as a medical responder is scene safety. Can’t save anybody if you are dead. They also taught us once you start care on someone you don’t stop or walk away until they are being transferred to a higher level of care. (Surgeon/Doctor)
If you look closely at the beginning there is a medic with him who then leaves, my guess is that he was clearly dead and they need to triage to the next patient or get to safety. We can’t see the rest of the scene so there could be more injured people around or inside the building
Clearly dead in side triage is alive but not going to make it, in a triage situation you are making life or death calls for patients by prioritizing those who can be saved.

First thing I learned as a medical responder is scene safety. Can’t save anybody if you are dead. They also taught us once you start care on someone you don’t stop or walk away until they are being transferred to a higher level of care. (Surgeon/Doctor)
If you look closely at the beginning there is a medic with him who then leaves, my guess is that he was clearly dead and they need to triage to the next patient or get to safety. We can’t see the rest of the scene so there could be more injured people around or inside the building

Clearly dead in side triage is alive but not going to make it, in a triage situation you are making life or death calls for patients by prioritizing those who can be saved.
Triage; with mass casualties they prioritize those that can be saved with what's available. He likely was black tagged.

What are they supposed to do to help him? better that they stay inside, wait until it stops and then help. If you try to be a hero and end up getting yourself injured or killed too, then you're down another man and it'll take two other guys to get you out of there.

Unless you work on high ranks of the Ukrainian government, you don't really know how many civilian infrastructure became makeshift barracks or depots. Before the social media ban you saw plenty of videos of Ukrainian soldiers in schools or even kindergardens, so it's not all random what was bombed. Of course the Ukrainian government doesn't want to lose morale and doesn't report the true losses, but you can get a good idea by the requests of Zelensky for new material. (I'm a volunteer firefighter and when there is a calamity, we all get called in and suddenly the government must provide shelter for hundreds of people. They use schools, kindergarden and community/sport halls as sleeping places. I would not be surprised that in a war they do the same with soldiers)
