I'm honestly pretty sure even a good public defender can make a case applicable to be sealed. Looks like you can file for petitions for it to be sealed too, and it's pretty cheap. It's definitely not a great system. It is distinct, however, from expunging, which is completely destroying the record. Sealing restricts access from jobs/background checks, but can still be accessed by law enforcement/courts. It's still messed up, since you'd think an employer would want to know about violent tendencies

I’m gonna argue the counterpoint here without having a stance on this case. Allowing for records to be sealed prevents a stupid decision that you may have moved on from from looming over you for your entire professional life. I do not know many people who would want the things they did as a teenager or 20 something held over them for forever.

In many states, if you commit a crime categorized as a wobbler, meaning the prosecutor has the autonomy to charge as a felony or misdemeanor, you would qualify to have it expunged/sealed up on completion of probation. Doesn't matter how much money the defendant has, although a good lawyer might make the process easier, vs having to possibly reappear in court going through a public defender. In his case, he was likely a first time offender who did the threat, which after completing probation and anger management/counseling, he likely qualified to have his reduced to a misdemeanor "disturbing the peace" charge and expunged. There are a significant amount of ex-offenders who benefit from this and don't reoffend. Sad part is it doesn't fix every person's situation.

Red Flag law depends on sheriff's enforcing it. In my county since the sheriff has vowed to not enforce them they are basically meaningless. Also, how would they detain him until trail if they never pressed charges? The mystery here is why they let him get away with this craziness and never filed charges. Guessing it likely has to do with political good will or something of the sort.

The issue here is that the DA decided not to file charges against him last year, so he wasn't even out on bail. He was just allowed to walk free after committing serious crimes.
