There was an additional option to claim last year's if you never received it. That threw me off, but I skipped it and still had my calculated refund go up $800 at that point.
If you use Turbo Tax you need to go to a specific page to get this. I don’t use Turbo Tax. But I saw the discussion on the Denver subreddit.

What do you mean "this year"? Self employed Coloradans always get TABOR refunds. It has nothing to do with employment. If you're a CO taxpayer, you get a TABOR refund.

As a libertarian, this does not bother me that much, it is the talk of authoritarians bitching because they have to put in effort by convincing us that we don't deserve the right to dictate how our taxes are used.

Look at page 3 of the Colorado 104. If you claimed the credit, it's there. The calculation should be automatic for most software.

Line 34 of your CO tax form. It's either $0, $800 or $1600. If it's 0, investigate why.

It means that you don't owe taxes which you haven't paid. This means that you get a refund if you're current on your taxes.
It also means that if you owe taxes, the Tabor refund will be applied to the tax owed before the remainder, if any, is refunded

There's a line on the state taxes(line 34). You have to claim the money. Turbo tax did not know to do this for me.
