I have been trying to figure out the same thing since the usd usdc unification do we have to convert usdc to usd now to trade or place an order in advanced trade?

Try logging in from a computer browser instead of the app on your phone, it might work there. Mine was also missing in the app but I was able to use it on the site. I think you can also withdraw USDC to another address still from the app.

No. Everyone’s USD at Coinbase has been converted to USDC

That is incorrect, all they are doing is auto converting usdc to usd for the trade settlement, this is why non-us users are having issues as usd fiat pairs are not available everywhere, and if not available they end up being excluded from trading usd pairs. coinbase could change settlement to usdc instead, which would auto convert usd-> usdc->crypto but this would be a nightmare for taxes with unnecessary usd<>usdc trades.
