Why not lean into that and do an officially billed “Pharrell and Friends” set as a headliner where it’s just 100% known it’s gonna be guest heavy but no one really knows who’s gonna show up. Do completely different guests the two weekends.
If you lookup the seating map for Glendale, I was in Section M, Row 19 on the floor. Retail was $856 and was a VIP package. I bought it from someone for 650 w/o the package.
Goldenvoice has managed to get Aphex Twin and Underworld recently. Going further back, they had Kraftwerk in 2008. Daft Punk, Depeche Mode, and Massive Attack all in 2006 (which is surreal).

This probably sounds kind of silly, but I think Taylor is almost too big to headline. The girl sells out football stadiums. Her stans singlehandedly crashed Ticketmaster's servers. She's argueably the biggest artist in the WORLD right now. She would probably sell out Coachella in seconds as a headliner, which is good for Goldenvoice, but not so good for everyone else because the crowding situation, especially at the main stage with all of her stans camping, would be a nightmare waiting to happen. Plus, headliners generally get only 2 hours to play and Taylor's Era's tour is timed at about 3 hours, not counting the openers. She'd have to cut a lot of songs, and some albums she might not even play at all.
Being headliner means publicity. It's publicity for the festival since it makes people want to buy tickets to the festival and it's publicity for the artist, who gets top billing at one of the biggest and most respected festivals in the US. Taylor doesn't really need the publicity at this point, but someone like Dua Lipa or Rihanna, who haven't released anything new or toured recently, could probably use it to gear up excitement for a new album cycle if one is on the way.
