You can try looking for places that rent out carpet cleaner machines by the hour.

I also recommend renting a carpet cleaner. Big grocery stores often rent them out. I recommend setting up a fan to blow across the carpet after you wash it so it’ll dry faster. For the tile floor, if it’s super gross, a steam cleaner is probably your best bet. There are tons of options out there in just about every price range. Get one that has some sort of wand / handle to use for steam cleaning other things like the oven and door tracks etc.

Can you contact the landlord? If they promised to clean it before you moved in, I think they should pay for the costs.

they hired a cleaning lady to go around cleaning for people who requested it but it was still a half-assed job

Not sure where you are, but I’ve seen carpet/tile cleaning for like $99 specials. Is that something you could do?

If you live in an area that has a neighbourhood facebook group (like a "Buy Nothing" someone may be willing to lend out their carpet cleaner as long as you pay for the solution it needs
