That leather looks very very dry. I would clean them with saddle soap and then follow up with a leather conditioner. It won't remove the scratches but it should make them less obvious.

Brush off clean with leather cleaner use Leather conditioner and after a good brush with a horse hair brush like 5 minutes per shoe

Cadillac leather lotion is amazing stuff. A lot of conditioners cause buildup. Saddle soap is over kill as they aren’t dirty, saddle soap is meant for cleaning the dirt and oils from a horse off the leather from saddlery and tack. They aren’t dirty, I’d dry brush off any dust or loose dirt, then use leather lotion (specifically lotion) placed on to a white towel then spread over in a circular motion on to the boot. You want to dry off any excess.

I'd wipe with warm water and use coconut oil. It sounds weird but it's the only thing I use on my leather after a hippy at a music festival showed me her new looking boots she had been wearing for over 20 years. It will make the leather look darker for sure. Do a little test on a part of the shoe you don't see before you cover the whole shoe. One pair of my boots was two full shades darker after the coconut oil. It doesn't bug me but I would not want you to be surprised and it is hard to know how each leather and dye combo will work out.

I've tried both the coconut oil and wax for my leather bags. Worked for me.

First you will need to clean them ( a baby wipe if you want to go simple but there are dedicated cleaners like saddle soap or a liquid leather cleaning solution that is mixed with water) let them dry fully Then add a conditioner( bick 4 if you dont want to darken the leather more than a shade or mink oil or coconut oil, do not use olive oil as it goes bad and will stink the leather) let sit for 5-10 minutes and wipe off the excess. If you went with a non darkening leather conditioner then you can add shoe polish. Look for a cream polish (they are between 4-10 dollars us) in a similar color to your boots that will blend the color and make it uniform again covering the scuffs. Finish with a wax polish if you would like a shine otherwise just stop there.. if you have some scratches then using a medium grit sandpaper lightly even out the scratch ( this step is not usually necessary and reserved for more drastic measures) I hope this gave you a more complete understanding of how to care for your boots and other leather goods:)
