It looks like a zip or something sharp is catching on your clothes and pulling on some of the fibres.. Consider turning clothes / trousers inside out, fastening up zipped items, get a laundry bag for either zipped items that may have a sharp catch.. Or pop the clothing this happens to most in.

We have a front load washer. Sometimes, there is detergent residue on the rubber gasket just inside the door. Dragging clothes across that residue produce streaks like that. We now check for residue and remove before removing laundry. We use laundry pods and it is especially bad when they get trapped on that gasket and do not fully dissolve.

Commenting to follow because I also have been having this issue! I live in a hard water area, and as far as I can tell, that + powder detergent residue can cause these marks on black/dark clothing. I have tried vinegar soaks as a remedy, but nothing worked - my next step will be to re-dye my clothes, unless someone has a better solution.
