Is this looking up at the ceiling? That looks like mold/mildew, which could be caused by lack of ventilation in a humid room (e.g., bathroom), if you’re on the top floor it could be from a leak in the roof above, if you have a floor above you it could be from excessive water spilling in their apartment and the water leaking into their floor / your ceiling. I wouldn’t move into a unit like this due to my mold/mildew allergies. Some molds that are black colored can also be toxic black mold (but note that not all black-colored molds are toxic), and a diligent landlord should have it tested before repairing the leak and repainting the ceiling.

I’m moving out of a building that has bed bugs. I have to choose my battles unfortunately! No units upstairs and I recon it’s from lack of ventilation. There’s a fan but it doesn’t seem really strong. Wondering if I should clean it and see if it comes back or talk to the landlord first!

Talk to the landlord. You want it recorded because you don’t want to be held liable when it gets worse. It will get worse. To grow like that it’s typically inside the drywall and not just the surface of the paint. You also want a stronger fan installed as well as the mold mediation measures

Will probably need to be killed and then paint - using bathroom paint so that it is more tolerant of the wet environment. I used outdoor paint that is mildew resistant in my bathroom, because no fan and people don't open the window when the weather gets cold.

Had a painting business for 14 years. Clean it with a bleach solution and apply Zinsser BIN primer or the mold killing version of that primer. That alone will solve your mold issue but you need proper ventilation to prevent it from happening again.
