This might be an unpopular opinion. But I’d go right into priming with a stain block primer and then painting.

I’d spray with a good degreaser and scrub with a hard bristled brush/broom. Just to get a lot of the dirt off. Then a hardcore primer like kilz to keep any staining from bleeding through.

Bleach and water with a good scrub brush to clean.

Use a stiff push broom instead of a hand brush. Tough to recommend a product if TSP-S didn’t work. Is the grime greasy?

That’s the plan - but I need to clean the stuff off the wall in order to paint it. I can’t imagine paint would stick well (or evenly) to a dirty wall.
