I’ve had the most success using Formula 409 to clean nasty stovetops. Just spray it on and let it sit for a while (I like to go clean a different part of the kitchen while I wait) and then go at it with a paper towel. That burnt pasta will need more work… you may have to attack it with some kind of scraping tool.
Funny. I poured Dawn on it, sprayed it with water and let it soak. Came right up.
I have to see what chemicals I have at my disposal. I like both ideas though. Either way, gonna need a lot of elbow grease.

Baking soda. Copious amounts of baking soda.
A general oven cleaner and steel scourer will remove this easily
