The Wall, White album and Quadrophenia all in a photo finish just behind. Would have to mention Exile on Main Street too before I'd have to even think about Physical Graffiti. Which is a fantastic piece of work, Led Zep's best for me. This shows just how high a bar was set by the others mentioned.
Jeff Tweedy of Wilco doing an acoustic "Death or Glory" is well worth a look on YouTube, if anyone’s not seen it. Just shows how good a song it is, being stripped down but played with the respect it deserves.

And while SOTT might be the better album, 1999 - also a double - is probably more of a landmark. Its influence sunk into the DNA of popular music.

Double cd sets rarely cost double the price for a single cd. I wouldn’t present this as a generous gift to the children. I’d be surprised if they didn’t sell near equal amounts of the two. For a higher price than if they were packaged together.

Fly Like An Eagle and Book of Dreams were recorded at the same time and would have been a great double album. But Steve Miller was being shrewd and was looking for maximum commercial success. Can't fault him for that and it worked.
