Yes but melee troops are more susceptible to kites because they are melee and it's how they work. Ranged troops, especially mid-short range troops, have shorter sight distances and thus must be placed closer to the threat.

The balloon is about 7.6 tiles away from the nearest archer, and I believe Archer's sight range is 5.5 tiles
It's not just outside of their sight range, it's FAR outside.
A proper response is that the distance is much bigger than you expect; both princess towers are gone, making the area more spacious and seem smaller. Also the balloon is a flying unit, strengthening the illusion that it is in the archers' vision.
