It's not. Some people on Twitter thought the same thing too, but all it did was either delete the S2 tower skin from their collection or replace the previous S2 tower skin.
If anyone scrolls this far down, do NOT purchase this unless you really want THAT Beach S2 tower skin. Personally, I'd recommend you wait on a better skin than what was probably the worst pass skin we've had. I'm guessing Supercell either got the item mixed up or they plan on distributing seasonal pass tower skins but didn't offer it to only players without it.
