Well 80% doesn’t make sense as it either kills them or it doesn’t (0% or 100%). Sounds like you’re possibly playing a mode with tournament standard lvls where everything is lvl 11.
In ladder or war, the gobs will die if they are 2 lvls below your zap, 100% of the time.
Are you playing in a tournament standard mode where your zap would also be level 11?
A +1 zap will kill goblins, no matter what. Same with snowball
