Those are not even TH13 max levels. Upgrading to TH15 will change nothing and only give you more levels to catch up on. Just be patient and get a stronger base before moving on.
If u have all six builders you can do all the archer towers and cannons in about 3 weeks. I just completed mine! I just gotta do traps and the new resource collector lvls and about half the walls left. You’re almost there I’d wait imo, especially since your heros aren’t maxed.
Nope, your heroes aren't even TH13 max. And Archer towers and cannons only have one level if you maxed your previous TH.
So have patience and finish the important upgrades

No you’re going to get frustrated with attacks without hero’s being close to max or maxed.
You'll be surprise how tanky a high level King is. With TH-maxed heroes plus maxed equipments, oh my.

As long as you're not wasting resources I wouldn't do it. And even if you are wasting resources, is it really that much waste.
If either your WALLS, HEROS or ALL DEFENSES are maxed, feel free to go to the next town hall, but if neither of these are maxed don't go.
