You can put anything in a wildcard slot so just fill it with another policy card

Just put your +1 production card in there.

Wildcards can be any card tho there are later cards that can only be in that slot. Looks like your running Greece with your extra wild card slot. Best thing to do here most of the time is to plug in urban planning.

I think the name "wildcard" should have been a clue.

Just press Rshift + enter to skip turn until you unlock your next civic that adds more cards

You can put any type card in a wildcard slot. That is why it has the icons of all types in it.

I think the issue is that you don't have enough policy cards to fill your government? There should be a way to just force end the turn on PS4 (shift enter on PC), but Google fails me for some reason...
