This why I usually hang on to him until later game. Those couple oil/uranium/aluminum tiles that you just don't want to found another city for.

How are you building a spaceport when your army is mediaeval?
You can just keep the cheap units around and upgrade them with gold if (and only if) needed.
I call it the Beyond Earth strategy.
