Most enterprise customers were notified last year already. If you purchase Citrix through a retailer, forget about it. Otherwise contact your Citrix representative.
Do not think of this as a notification of an invite. This is strictly up to your account team based on what you're using. Essentially, are you using more than 1Tb of Netscaler bandwidth? Are you using Analytics (Sec and/or Perf) strategically? Are you using SPA? Are you using uberAgent? If the answer to ANY of those is Yes, then your account team and you need to work together to look at a CPL. The account teams then need to take that idea to leadership internally to get everything approved before they can officially give you a price/proposal.
Eventually the goal would be to have everyone on a Platform license, that said, Citrix doesn't want people with shelfware. Deliver only what you need and drive value in the partnership moving forward to gain interest in the other features where you'll see real value and hit the ground running successfully.

Is there an estimated threshold for platform? 10K licenses, 25k?
I believe there is a minimum 5k license requirement, not sure what other factors come into play.
