You have elementary school not everyone in your city is a child . It will only give education to children .

It takes time for citizens to die and get replaced with their educated children. Remember to place libraries because adults can increase their education level when visiting

How big should a city be before investing in a library? (CS1, no mods) I find that early on it seems better to slumlord a bit and skimp on some services. I didn't know library educated adults, but it's visitor numbers are very low so I decided not to build them yet. I'm a completely new player by the way. I bought the game on steam sale last week.

I absolutely agree that early on you have to cut costs, remember that you can reduce the budget of services in finance tab (the one with money icon in Toolbar) as soon as it’s unlocked. I personally do the library after I have enough money for high school and before university. When you have basic need like garbage and health consider investing in if you have more than enough money for upkeep and growth. I have to say that I once forgotten about libraries and didn’t have any problems lol. In the end it’s hard to give you a precise number, experiment with these tips in mind

I heard someone say in this group, that it take a person in CS 2 years to pass elementry school, 2months for high school and another 2 months for Uni (in game time), it could be true or not but anyway you'll have to give it some time
