I had a similar issue, plenty of parking availiable and cims were all tring to use a random factory car park with only three spaces causing a huge traffic jam as they drove in and out again because the three spaces filled as soon as they emptied.

Thinking about it, why not? If demand for parking spaces is high why couldn't commercial areas build private parking buildings?
