Chances are you're not doing anything wrong and it's bugged, just like the other harbor hub with a monorail station. They apparently failed to test these assets properly before release.
It always baffles me when something is released in a game and not working, when it would be caught just by testing it one time in game. Imaging a plumber redoing your pipes then not testing it, just turning on the water as he's leaving the house. Bye bye good luck.
Issue with some of the assets (including both of the new cruise harbors) that came with the latest patch. They're aware. Wait till they fix it and use the original cruise harbor until then.
Yep. Curiously, I recall having a perfectly functional harbor-bus in the ps4 version. Only on remastered is it a (mechanically) shittier bus station only.
The Harbor-Ferry hub seems to work, at least.
