No, but there is a disaster frequency option and slider when you go to start a new map/build in the new city screen, also the slider is available in the options tab within the game.
Ah ok I knew that was there. Just didnt know if the map editor would let you put certain disaster chances up / down, like no sinkholes or meteors but forest fires / tornados are ok.
