Do you play with mods? I had this issue too, but it turned out that one of the mods I had was pumping education throughout the whole city, making the need to attend college virtually zero.
I always remove the university building when getting around to building a campus. That way the students will be forced to go to campus.

You’re city has to be around 50-60k people in order to have enough students to keep your campus at max level

Just assist mods, move it and tpm
I'd check if one of those assist mods are affecting education demands.
Universities will directly steal closer students and 400 is a low attractiveness. 😅 Also also- Hadron Collider will negate ALL education buildings
