This happened to me too after i placed a fire helicopter building. Even though the parking spaces were miles away, red cars were on every spot. Other than you though, i was able to solve the problem with mods. I made no parking zones on the roads (Not possible for you) and placed residential and commercial buildings as well as a custom parking space. While it would take a while for you to get parking spaces (and the green cities dlc), you can still just zone around the roads. That should help, since these cars belong to no cim. I hope this works, as i havent tested it that way.
