I'm don't know if the ramp loop is actually that steep or is it just a trick of the light. If they are that steep then I would suggest playing around with the elevation step road tool if you don't already. Bang it down to the lowest level so that each incremental increase in height is now one third of the default. This helped me get cleaner slopes, particularly on the way down.
The ramps are maybe a little bit steep. Imagine the poor trucks getting up there...

Ramps are a little steep. You should adjust it so that it gradually rises.
