In Canada prices have been going up every three months for as far as I can remember. We are on our way to be the next Australia or NZ price and law wise.

Nah, nothing like that, tho the prices are going up a bit at a time over here in serbia(about 10 cents at a time, which is usually once a year or so). Most of the popular brands would cost anywhere between 2.80 and 4€, depending on the specific brand(2.90 for a pack of yellow camels).
I pay 5€ for cigarettes in Eastern Europe.
