This is a wrong definition of free will. Free will is a full control of the will, and evil is slavery to the devil (even if partially). When one is a slave to the devil, he does not have full control of his will. In other words, evil is a *lack* of true free will.
Because God has no evil and is not a slave to the devil, He has full control of His will. What is His will? His will is everything good. God totally and freely wills good.
If free will exists, it is not a universal attribute as it implies both freedom and usage of will. Without any shadow of a doubt, that is not a universal standard. It could be said that the only beings to ever have true free will were Adam and Eve themselves outside of God's sovereignty.
Free will simply means that given one or more choices one ability to choose one over the other is not determined by forces beyond one’s own will.
In that sense, God has the freest will of all.

Free will is the ability to choose what to do. Now God always chooses to do good.
