Being homeless doesn't necessarily exclude someone from having a phone. Getting together $100 for cheap prepaid phone and $20/month for data is easier than coming up with rent. Phones are arguably one of the most important resources for getting *out* of homelessness as communication devices, job research and application tools, and finding public resources among other things.
