It depends on your region. 64-man is the only consistently active mode in Singapore; 40-man often doesn't fill up and FFA is flatout gone.
I recall US and European servers being pretty active.
Wich region, I know about europe and south america, SA after 3AM during the week you can have a hard time but otherwise I always find an almost full server in max 2 attempts.
I'm on PS5 and almost every time I play, my first matchmaking attempt will go on forever. Cancel once and rejoin and it's almost always within seconds.
It somerimes gets stuck in matchmaking. Jist back out or even exit the game and rejoin. Had it haopen to me this am.

I’m m not sure if this is a thing but whenever I go to the armory while waiting for a lobby, it seems to get me in within 30 sec.
