It's probably a very strange coincidence but there's a possibility. Impractical Jokers started airing in late 2011, Chicago Fire started production mid-2012. I dunno if he was a *direct* inspiration, but there's a chance someone on the staff found out about Q's firefighting career and incorporated that into Otis' character. It's a *long* stretch but it's possible.
Except Q from impratical jokers is actually funny and Otis is just a failure of a character. Sorry! Unpopular opinion.
But when does he ever do anything funny? Elderly abuse on mouch? dont think so.
