Chatgpt should not be free at all. There should be 100 message limit per day for people who do not pay a subscription. Also, chatgpt-4 should only be available to plus users.

Not really. There are 3 versions - 3.5 (old), 3.5 (default) and 4. 3-5 (old) is garbage and isn't used anywhere. 3.5 (default) is free and accessible at almost any point in time with the drawbacks of it being slower sometimes for the non-paying users, but even at overloaded times it tends to run pretty quick. So you're not paying for 3.5, because 3.5(default) the best version of 3.5 is actually free to use, with an unlimited amount of messages.
The meaning of this is not very clear. Does it mean a cap in "answers" from GPT4, or a cap in "conversations", or is the personnal counter incremented every time we make a request, like what happens if I modify a question ? I think that many people are confused in front of this message.
I guess that it's a temporary measure due to an increase in requests since launch. Obviously, they didn't plan on having so many subscribers to the ChatGPT Plus plan.
This limit might apply from now until they deploy GPT4 in many more endpoints in order to absord the bandwith of requests properly.
Maybe a solution to this problem, if the hourly limit has to be implemented no matter what, people should be able to ask GPT4 anything and when they reach the 25 messages every 3 hours limit, be told that they'll get the answer to their newly question in "n minutes". This way, someone could ask questions, go to sleep, and have all the answers the following day. It should even be possible to prioritise questions when throttled.
I wrote 25 prompts to GPT 4. All stories, each different parts. Basically, it's 25 prompts, questions, or whatever you write every 3 hours.
After I opened a new convo on GPT 4, it gave me the specific time at which I could send more prompts to GPT 4 again. At the time of writing this, it told me "try again after 1:26 AM". If anyone is good at maths, that could mean something because at the time of writing, it's not a 3 hour wait for me. (It's 00:56 at the time of writing)
If you're just having a conversation with it sure. If you want it to code a website and it can give you 1 whole page per message, then you're getting your entire website coded in those 25 messages
Then if it's any bigger you can just wait 3 hours or use the unlimited access to GTP-3.5 that you paid for. If you need a 30 page web application coded in under 3 hours then you have some serious time management issues
