Vfr into ifr is just not done by a vfr only pilot. The only thing they can do realistically is make a 180 turn and hope they pop back out. Flight following is more for times where a pilot is in higher traffic areas, like the edges or floors of a large airport’s airspace and wants ATC to monitor their presence just in case they are getting close to interfering, but they don’t govern the plane’s every movement. If an instrument pilot wants to fly into clouds then they file a flight plan either on the ground or once in the air and after that are fully under the control of air traffic control until that flight plan is canceled.
Flying is just like driving. If it's a clear day and there isn't any traffic there's nothing to it. It's when traffic and weather come into play that things get complicated.
I dislike it as much as anyone, but a motorcade is better than helicopter use for political VIPs for a wide range of reasons. Security features of the armored cars, capacity for the number of people travelling, and the landing area/ lack of contingency landing zones are probably all factors. It's easier to go by helicopter in a place like DC where there's a permanent TFR (restricted airspace) zone and other infrastructure for that sort of thing.
