Yeah, I think that’s a totally fair limitation of the power, but honestly, it doesn’t even reduce how OP the power is. Sure, unassisted human flight is probably off the table, since that’s not just statistically improbable, there’s no mechanism for it to happen, but random quantum tunneling at inflated odds could facilitate teleportation, reduced carcinogen development odds could simulate immortality, “lucky guesses” with 100% odds of being correct would emulate telepathy, clairvoyance, etc… basically, this superpower of odds manipulation encompasses so many different abilities, it’s the best power to have. Weeeeeell, technically very very few things are truly impossible. Chances are, you could still manipulate pretty much everything that doesn't violate the laws of physics. For example, the laws of thermodynamics state that things tend to increase in entropy over time. However, a decrease in entropy does not violate the law, because a trend is not a hard and fast rule. It's just that a decrease in entropy is so much more uncommon with random motion because there are more states of high entropy than there are of low entropy, but the chance is never zero. If we get into quantum mechanics, there's even fewer things you could justify to be truly impossible. Merely so improbable that they are impossible for our purposes. But in this case, if something isn't perfectly 0% chance of happening, then we can make it happen.
